Launching an online casino in Mexico

What licence does an online casino need in Mexico?
A permit from the Secretariat of the Interior (SEGOB), issued under the Federal Games and Draws Law of 1947 and its regulation. Mexico has no separate online licence: online casinos and sportsbooks operate under permits held by Mexican companies, usually the same groups that run land-based venues.
The law predates the internet, so online gaming sits on its regulation rather than on a dedicated regime. SEGOB's Directorate of Games and Draws issues the permits and publishes who holds them. A foreign brand usually enters the market through an agreement with a permit holder rather than a permit of its own.
A law to replace the 1947 act — with a national gaming institute, a minimum age of 21 and self-exclusion — was proposed in October 2025 but has not been passed. The authorities have meanwhile stepped up blocking of unlicensed sites and apps.

How is online gambling taxed in Mexico?
Through the special tax on production and services (IEPS), raised from 30% to 50% on 1 January 2026. The reform extends it to residents abroad without an establishment in Mexico who offer betting online to users in Mexico, and to digital platforms that intermediate those services.
The decree was published in the Diario Oficial on 7 November 2025. Tax advisers summarising it note that platforms intermediating the service must withhold the tax, and that failing to pay, withhold or report can lead to the service being blocked in Mexico. Income tax and VAT apply on top.
At 50% the tax changes the economics of a Mexican launch more than any platform choice: bonus budgets, affiliate deals and margins have to be planned on what is left after it.
Which payment methods do Mexican players use?
SPEI instant bank transfers, cash vouchers paid at OXXO convenience stores and cards. Cash matters more than in most markets because a large share of adults is outside the banking system or prefers not to use cards online.
These are the methods the market expects, not a list of what any platform has live.
