Launching an online casino in Brazil
Brazil was Latin America's largest regulated market until September 2026, when a provisional measure banned online betting and casino games outright. What the ban says, what the licensed regime looked like and what an operator should do now. Checked on 27 September 2026.
Can you launch an online casino in Brazil now?
No. Provisional Measure 1.394 of 25 September 2026 prohibits fixed-odds betting in Brazil — on sports and on online games — including when it is offered from abroad to people in Brazil. No new authorisations are issued, and existing ones end 30 days after publication.
The text of the measure bans offering, operating, intermediating and advertising fixed-odds betting, physically or online, across the national territory. Operators had ten days to make their sites and apps inaccessible, which puts the deadline at 6 October 2026. Operators that paid for a federal authorisation are not refunded.
Other lottery products authorised by law are not covered. For an online casino or sportsbook, though, the measure closes the market: there is no licence to apply for and no offshore licence that makes serving Brazilian players lawful.

How was online gambling regulated before the ban?
Under Law 14.790 of December 2023, operators needed a federal authorisation from the SPA/MF: R$30 million for five years and up to three brands, a Brazilian company, a .bet.br domain and 12% tax on gross gaming revenue. Payments were limited to Pix, bank transfers and debit cards — credit cards and crypto were not allowed.
Law 14.790 opened the licensed market on 1 January 2025. By the time of the ban it had become one of the largest regulated betting markets in the world, which is what makes the reversal so abrupt. The provisional measure does not repeal the law's framework on paper; it prohibits the activity the law licensed.
This history is still worth knowing. If Congress rejects or rewrites the measure, the market would most likely reopen on terms close to these — and anyone planning for that should budget for them rather than for an offshore launch.
Could the Brazilian market reopen?
Possibly. A provisional measure takes effect at once but lapses unless Congress converts it into law within 60 days, extendable by another 60. Industry associations have announced court challenges, especially to the no-refund clause.
Until one of those things happens, treat Brazil as closed. Plans that assume a quick reversal are bets on Brasília, not on the product.
What does this mean for a launch on WW Games?
