Launching an online casino in Colombia

What licence does an online casino need in Colombia?
A concession contract with Coljuegos, the national regulator of games of chance. Online games are regulated as a category of their own under Law 643 of 2001, as amended in 2015, and only contracted operators may offer them; Coljuegos keeps a public register of them and has unauthorised sites blocked.
The law defines a game as operated online when bets and prize payments go only through the internet, with registered players. It also allows the authorities to block websites, payment channels and financial entities that serve unauthorised gaming, and Coljuegos publishes the operators it has authorised.
An offshore licence does not change any of this. Serving Colombian players without a Coljuegos contract is exactly what the blocking provisions are for.

How much does it cost to operate online in Colombia?
Exploitation rights of 15% of gross gaming revenue for games paying out at least 83%, or 17% of gross income otherwise, plus a fixed annual payment of 811 monthly minimum wages, due within the first 20 business days of each year of operation.
These figures are set in Article 38 of Law 643, as amended by Law 1753 of 2015. Company taxes apply on top. In December 2025 the government imposed 19% VAT on online gaming by emergency decree; the Constitutional Court suspended it in January 2026 and struck down the emergency in April, so the tax has no effect — but the government has said it wants it back.
What does a Coljuegos application require?
Financial statements that show the capacity to operate, a trust or bank guarantee covering prizes and player funds, laboratory certification of the platform, a compliance officer, an anti-money-laundering (SIPLAFT) manual and a bank account for player balances. Everything is filed in Spanish; Coljuegos states a response time of two months.

Which payment methods do Colombian players use?
PSE, the bank payment network most online shops use, the Nequi and Daviplata mobile wallets, cash paid at Efecty points and cards.
These are the methods the market expects, not a list of what any platform has live.
