Launching an online casino in Peru

An authorisation from the Ministry of Foreign Trade and Tourism (MINCETUR) under Law 31557 on remote games and remote sports betting. Online casino games and sports betting are authorised separately, each for six years and renewable.

The law, amended by Law 31806, is applied through Supreme Decree 005-2023-MINCETUR, which took effect on 9 February 2024. MINCETUR's Directorate General of Casino Games and Slot Machines supervises the market and publishes the authorised platforms on its remote gaming portal.

An offshore licence does not authorise serving Peruvian players. Operators that were already active had to apply within a transition window in February and March 2024; new entrants apply to MINCETUR directly.

With a special tax of 12% on monthly net income — bets minus prizes — after deducting 2% of that net income for platform maintenance. Company income tax applies on top.

The rate and base are set in the law and explained in MINCETUR's questions and answers. Compared with Mexico's 50% or Colombia's 15% plus a fixed annual payment, Peru is one of the lighter regulated regimes in the region.

The Yape and Plin mobile wallets, PagoEfectivo codes paid in cash or through online banking, bank transfers and cards. Yape in particular has become the default way many Peruvians pay each other.

These are the methods the market expects, not a list of what any platform has live.
