Launching an online casino in Ukraine

What licence does an online casino need in Ukraine?
A five-year online casino licence from the State Agency PlayCity under Law 768-IX of 2020. The operator must be a company incorporated in Ukraine with at least UAH 30 million in paid-up capital, and may not have shareholders from the aggressor state.
PlayCity took over from the former regulator, KRAIL, in 2025. It keeps a public register of licensees, monitors them online and has unlicensed sites blocked. The requirements, taxes and advertising rules are set out in the CMS expert guide.
Advertising is restricted to licensed operators, banned on television and radio between 06:00 and 23:00, and may not target people under 21. Currency controls under martial law limit transfers abroad.

How does a Ukrainian launch work on WW Games?
The PlayCity licence and the Ukrainian company are yours; WW Games supplies the platform. Licensing is the operator's responsibility and depends on the markets served. WW Games does not hold or sublicense a gambling licence, and can put you in touch with licensing providers.
PlayCity monitors licensees' systems online, so the platform will be part of the licence process. Ukrainian is not yet among the storefront languages; it is added for the market as part of setup.
