Can a private operator run an online casino in Poland?

No. Under the Gambling Act, online casino games are reserved to the state monopoly, run by Totalizator Sportowy as Total Casino. Private operators can be licensed by the Ministry of Finance for online sports betting only, which is taxed at 12% of turnover.

The rules are summarised in the CMS expert guide. The Ministry of Finance keeps a public register of blocked domains, which has grown to tens of thousands of sites, and payment providers must not serve them. A foreign licence does not change this for players in Poland.

Will Poland open online casino to private operators?

Not on current signals. Policy in 2026 points to tighter enforcement of the monopoly, including a bill to make promoting illegal online gambling a criminal offence, rather than to licensing private online casinos.

Industry groups have pushed for a revenue-based tax on betting and for opening the casino vertical, but none of the proposals in public discussion would do the latter.

What does this mean for a launch on WW Games?

A private online casino for players in Poland is not an option. Which markets a brand may serve is set by its licence and the law of each market — licensing is the operator's responsibility. WW Games does not hold or sublicense a gambling licence, and can put you in touch with licensing providers.
