What licence does an online casino need in Belarus?
A gambling licence from the Ministry of Taxes and Duties covering a virtual gambling establishment. Online casino is legal for licensed Belarusian operators, which must hold a reserve of BYN 4.05 million, and banks must refuse Belarusian citizens' payments to foreign gambling operators.
The Ministry of Taxes and Duties issues gambling licences. Decree No. 226, in force since 11 March 2026 and summarised by BelTA, requires players to open an account either in person at the operator's land-based venue or by video session, allows one account per player per operator, and gives virtual venues until 1 July 2027 to obtain test protocols from the gambling monitoring centre.
