Launching an online casino in Ghana
Ghana licenses online casinos and sportsbooks through its Gaming Commission. What the licence requires, how operators are taxed, which payment methods players use and which verticals carry the market. Checked on 27 September 2026.
What licence does an online casino need in Ghana?
A licence from the Gaming Commission of Ghana under the Gaming Act, 2006 (Act 721). The operator must be a company incorporated in Ghana with at least 10% Ghanaian shareholding, and the licence runs for twelve months, renewable each year.
The Gaming Commission licenses casinos, sports betting and online gaming. The Act does not mention online gaming as such, but has been applied to license it, with separate licence categories for sports betting and online casino. According to a guide by Ghanaian counsel, applicants need minimum stated capital and cash reserves set by the Commission, criminal and tax clearance for directors, data-protection registration and an identifiable office in Ghana.
Unlicensed foreign operators are not tolerated: the Commission can issue cease-and-desist notices and ask the National Communications Authority to block sites. All advertising needs the Commission's prior approval.

How is online gambling taxed in Ghana?
Operators pay 20% on gross gaming revenue — what players stake minus what they win. Players pay nothing on winnings: the 10% withholding tax introduced in 2023 was repealed with effect from 2 April 2025.
Both points are set out in the practice guide. Removing the winnings tax made licensed operators more competitive against offshore sites, which never collected it.
Which payment methods do Ghanaian players use?
Mobile money. MTN MoMo is the dominant way Ghanaians pay online, followed by Telecel Cash and AirtelTigo Money; cards play a smaller part.
These are the methods the market expects, not a list of what any platform has live.
