Launching an online casino in South Africa
South Africa is one of the largest betting markets in Africa, but online casino games are not legal there. What the law allows, what the courts have said about casino-style betting, and what an operator can and cannot do. Checked on 27 September 2026.
Is online casino legal in South Africa?
No. Section 11 of the National Gambling Act, 2004 prohibits offering interactive games unless national law authorises them, and none does. Online betting on sport and horse racing is legal, but only through a bookmaker licensed by a provincial gambling board.
The National Gambling Board's FAQ answers "Is online gambling legal?" with a plain "No", citing section 11; online betting with licensed bookmakers is the exception. Offshore sites serving South African players are unlawful, whatever licence they hold elsewhere, and the NGB publishes a list of verified operators.

What about casino-style games on betting sites?
Licensed bookmakers have long offered fixed-odds bets on the outcome of casino-style games. In October 2025 the Supreme Court of Appeal ruled that a Gauteng bookmaker may not take fixed-odds bets on casino games such as roulette, rejecting the argument that these are bets on contingencies.
The judgment, Portapa (Supabets) v Casino Association of South Africa, is explained by a law firm. It applies to bookmakers licensed under the Gauteng Gambling Act; the NGB has argued it should be read across the whole country. Either way, a casino product built on a betting licence is exposed to legal challenge.
Will South Africa legalise online casino?
Not soon. A private member's Remote Gambling Bill tabled in 2024 would create a national licence for online casino, but it has not passed. In 2026 the government said it is fast-tracking its own gambling bill, with the stated focus on enforcement and advertising rather than on licensing online casino.

What does this mean for a launch on WW Games?
An online casino for South African players is not an option under current law.
