Launching an online casino in France
France has a regulated online gambling market, but not for casino games. What the ANJ licenses, what happened to the plan to legalise online casino, and what that means for a brand. Checked on 27 September 2026.
Is online casino legal in France?
No. Since the law of 12 May 2010, the National Gaming Authority (ANJ) licenses three online verticals only: sports betting, horse-race betting and poker. Online slots, roulette, blackjack and other casino games are illegal, and the ANJ has sites offering them blocked.
The ANJ publishes the list of licensed operators; anything outside the three verticals has no licence to apply for. A foreign licence does not change this for players in France.

Will France legalise online casino?
Not yet. In October 2024 the government put an amendment to legalise online casino into the 2025 budget, then withdrew it within days after opposition from land-based casinos and local mayors, promising consultation instead. No law has followed.
The withdrawal was widely reported; the amendment would have taxed online casino at 55.6% of gross gaming revenue. Plan on the current position until a law is passed.
What does this mean for a launch on WW Games?
An online casino for players in France is not an option under current law. Which markets a brand may serve is set by its licence and the law of each market — licensing is the operator's responsibility. WW Games does not hold or sublicense a gambling licence, and can put you in touch with licensing providers.
The storefront already runs in French, which serves French-speaking players in markets where a brand may operate. Brands serving several countries should exclude France from casino targeting and payments.
