What licence does an online casino need in Italy?

A remote gaming concession from the Customs and Monopolies Agency (ADM). Under Legislative Decree 41 of 2024 the market was re-tendered: 52 concessions went to 46 operators for up to nine years, at €7 million each, and took effect on 13 November 2025.

The new regime, reported in detail, raised the bar: prior revenue of at least €3 million, servers in the European Economic Area, ownership disclosed above 2% and stronger responsible-gaming duties. Concessions had to be activated by spring 2026.

The change that matters most for white label: each concession may now operate one official website. Around 350 skins run under other operators' licences were shut down.

What does this mean for a launch on WW Games?

Until the next tender, a new brand cannot get an Italian concession, and it can no longer launch as a skin on someone else's. Licensing is the operator's responsibility. WW Games does not hold or sublicense a gambling licence, and can put you in touch with licensing providers.

How much does an Italian online gaming licence cost?

€7 million for a concession of up to nine years under the 2024 reform. The 52 concessions were awarded in 2025 and took effect on 13 November 2025.

Can I launch a white label skin in Italy?

No. Since 13 November 2025 each concession may operate only one official website, and the skin model has ended.

Can an offshore casino serve Italian players?

No. Serving Italian players requires an ADM concession, and unlicensed sites are blocked.
